Help with painting my nails?

I have started to do my nails more often now and I have noticed that my right index finger always smears in the first few hours of having painted nails. I let the color dry then apply top coat. I make sure that my nails are totally dry before doing anything but still I'll look down at my nails and that one nail will always smear. I know it was totally dry like my other nails but it still smears. Any ideas on what to do to avoid this? Or why it does this?
